During an activation, situation reports get assembled by hand — copying figures out of half a dozen systems, reconciling conflicting updates, and reformatting the same information three different ways for the EOC, leadership, and the public. It's slow, it's easy to get wrong, and the people doing it are the same people who should be managing the incident.

Every fact carries a source citation. Stale, missing, or conflicting data gets flagged, never smoothed over or guessed at.
